The Hearing Report's findings suggest psychotropic medication is overused for people with cognitive disability, and that it is sometimes considered a first – rather than last – option. The RC considers the need for more education of support workers, and greater scrutiny of positive behaviour support (PBS) plan design and implementation.

The Report highlights that support workers have a unique role in the implementation of chemical restraint – and so need to understand the triggers of behaviours, how to prevent or minimise them and alternative responses. In some examples, psychotropic medication was being used in response to behaviours which were caused by underlying health conditions or lack of stimulation.
