RC examines NDIS Commission’s response to Robertson Report

Most of the day's evidence was given by NDIS Commissioner Graeme Head.
The Royal Commission wanted to understand how the NDIS Commission identifies vulnerability in participants, and where any gaps may exist. The Robertson Report, commissioned by the NDIS Commission in response to Anne Mare Smith's death, was considered in some detail.
Questions were asked about the 'vulnerable participant framework' developed in the wake of the Robertson Report. These focused on participants living alone, being supported by a sole provider and low plan utilisation. Mr Head agreed that vulnerability is not necessarily attached to a person, but can be created by their environment.
