The Echo Project aims to: 

1. Map current understanding of the NDIS and the ILC, as well as the capacity to increase understanding
2. Map current preparedness of mainstream services, community groups and local governments to improve access, inclusion and participation of people with disability
3. Identify gaps and recomment resources and investments that will: 
   - Create awareness and education on the ILC and the transition to ILC in Tasmania
   - Build their capacity to further develop referral pathways and strategies for collaboration with ILC services to support people with disability to achieve their personal support needs and goals
   - Implement strategies to engage people with disability and encourage meaningful inclusiveness of people with disability in services and activities

The project methodology includes a targeted statewide survey to:

1. Test and baseline the understanding of the NDIS and ILC in the targeted stakeholder groups
2. Collect and collate standardised supply profiles
3. Collect and collate qualitative ‘access and participation’ data on the:

1.  Status of Service and Support supply
2. Experience with the delivery of service and support
3. Barriers to the delivery of service and support
4. Opportunities for growing services and support 
5. Priorities for capacity building investment

About the responsibilities of the NDIS and other mainstream and community service systems

To achieve the vision of an inclusive Australian society, all Australian governments, non-government organisations, business and the wider community have a role to play. The interactions of the NDIS with other service systems will reinforce the obligations of other service delivery stems to improve the lives of people with disability in line with the National Disability Strategy. Six applied principles determine the funding and delivery responsibilities of the NDIS in achieving the vision. About the ILC component of the NDIS

Under the Information, Linkages and Capacity Building (ILC) Framework of the National Disability Insurance Scheme (NDIS) the National Disability Insurance Agency (NDIA) will invest in capacity building to ensure that key groups have the appropriate knowledge and skills to meet the needs of people with disability.
