Project Echo - Mainstream and Community Readiness for the NDIS

people in a classroom setting

The National Census reports that 1 in 4 Tasmanians live with a disability.The highest in the country.

The National Disability Insurance Scheme (NDIS) has FIVE overarching goals for all people with disability, regardless of their individual eligibility as an NDIS participate. These goals are that all people with disability:

  1. Have the information needed to make their own decision and choices;
  2. Be connected to the right disability AND mainstream supports;
  3. Have skills and confidence to be an active member of the community;
  4. Use the same mainstream services as everybody else;
  5. Take part in the same community activities as everybody else.

Project ECHO works to Engage, Connect, Help and Open opportunities for Tasmanian organisations (mainstream services, community groups and local governments); to include all Tasmanians with disability in their services and in the broader community.

The Echo Project aims to:

  1. Map current understanding of the NDIS and the ILC, as well as the capacity to increase understanding
  2. Map current preparedness of mainstream services, community groups and local governments to improve access, inclusion and participation of people with disability
  3. Identify gaps and recomment resources and investments that will:
    - Create awareness and education on the ILC and the transition to ILC in Tasmania
    - Build their capacity to further develop referral pathways and strategies for collaboration with ILC services to support people with disability to achieve their personal support needs and goals
    - Implement strategies to engage people with disability and encourage meaningful inclusiveness of people with disability in services and activities

The project methodology includes a targeted statewide survey to:

1. Test and baseline the understanding of the NDIS and ILC in the targeted stakeholder groups
2. Collect and collate standardised supply profiles
3. Collect and collate qualitative ‘access and participation’ data on the:

  1.  Status of Service and Support supply
  2. Experience with the delivery of service and support
  3. Barriers to the delivery of service and support
  4. Opportunities for growing services and support
  5. Priorities for capacity building investment

Project Updates:

coming soon

Completing this confidential survey will check your readiness to be an inclusive service for all Tasmanians living with a disability, their families and carers as we transition into the National Disability Insurance Scheme (NDIS).

The short survey will take no more than 15 minutes and has 3 parts designed to learn:

  • Your current understanding and the information you need to be ready;
  • Your experiences and challenges;
  • Your ideas/priorities for support and investment.

This is your opportunity to tell us the best way the Tasmanian service system (including National Disability Insurance Agency (NDIA), the State Government, peak bodies and disability providers) can focus their efforts to create capacity building that will help your organisation develop more inclusive services and supports for all Tasmanians.

Project ECHO is listening - Please share your views and ideas:

About the responsibilities of the NDIS and other mainstream and community service systems

To achieve the vision of an inclusive Australian society, all Australian governments, non-government organisations, business and the wider community have a role to play. The interactions of the NDIS with other service systems will reinforce the obligations of other service delivery stems to improve the lives of people with disability in line with the National Disability Strategy. Six applied principles determine the funding and delivery responsibilities of the NDIS in achieving the vision. The applied principles and mote detailed tables of funding responsibilities have been developed for the key mainstream service sectors. For more information, click here.
