A complex report on the application of NDIS benchmark pricing and payments for specialist disability accommodation (SDA) has been released for comment. It contains draft prices – for the funding of the land and built elements of existing and new SDA – and outlines processes for the registration of providers and dwellings. The prices are structured around building types (apartment; villa, duplex and townhouse; house; and group home); a range of design standards (standard; improved liveability; fully accessible; robust construction; high support needs; and innovation); and the number of bedrooms.

NDS has supported the development of this SDA pricing and payments framework. Over decades, many not-for-profit providers have self-funded the development of SDA properties. Under this framework, it is proposed that they will receive payments for those investments [this will require the development of rule(s) under the NDIS Act that give authorisation to the National Disability Insurance Agency (NDIA) to apply SDA criteria to reasonable and necessary decisions for SDA supports].
