The Royal Commission heard from academics during the second morning of the hearing, beginning with Dr Ilan Wiesel, University of Melbourne, who gave a potted history of deinstitutionalisation here and overseas. He believes group homes delivered a better quality of life for residents but that they are not without problems.

The lack of choice over where a person lived and who they lived with was highlighted as a significant shortcoming of the group home model, along with outcomes for residents varying substantially depending upon the quality of the provider and staff, and the sometimes poor management of challenging behaviours. An urgent need identified by Dr Wiesel was the development of affordable housing for people with disability (a subset of the need is the estimation that 100,000 NDIS participants need access to housing for which they would need to pay no more than 25% of their income).
