Disability advocate and lawyer, Rosemary Kayess, explained the United Nations Convention on the Rights of the Persons with Disabilities, and expressed the view that Australian law still does not reflect directly the rights within it.

She noted that Article 19 of the Convention recognises the right of people with disability to choose where and with whom they live, on an equal basis with others; and that the lack of access to affordable and accessible housing limits the realisation of this Article.
