The former Chief Executive and a Senior Director from the NT Department of Health considered the broader systemic factors that impact people, advocating for a whole-of-government approach which focuses on a person's needs. Health sometimes plays the role of 'picking up the pieces', they said, emphasising the need for early intervention and preventative approaches.

They said few forensic clients, spread over a large area, meant economies of scale were not possible and non-government service providers were sparse. They agreed the NT government should be preparing to be the provider of last resort, saying in some circumstances they already were.
