Factsheet: Specialist Disability Accommodation

In June, the National Disability Insurance Agency (NDIA) released the Specialist Disability Accommodation (SDA) Decision Paper to address the current challenges of specialist disability accommodation (SDA).

SDA is housing that enables people with very high needs to receive the support they need where they live. Only about 6 per cent of NDIS participants will be eligible for Specialist Disability Accommodation Funding, and residents of SDA will be required to make a Reasonable Rent Contribution to their SDA provider. For singles, this is 25 per cent of the basic rate of the Disability Support Pension (DSP) plus any Commonwealth Rent Assistance (CRA).

NDS is concerned that the housing barriers and undersupply faced by a much broader group of people with disability who are ineligible for SDA remains a challenge for policy makers. Housing stress is exacerbated for people with disability by several factors: income disparity, higher dependency on government transfers, higher expenditure of income on housing, the widening gap between income levels and house prices, and a lack of suitable housing.

More efforts are needed to solve this problem, given the imminent roll out of the NDIS and the long lead time of housing development.
