The Electoral Funding and Disclosure Reform Bill 2017, introduced into Parliament in December 2017, casts a wide net which goes far beyond the Bill’s primary purpose to prevent overseas influence on Australian elections. If enacted, the Bill will impose new reporting requirements on hundreds of charities that have no interest in using donations from overseas to influence Australian elections.

The Bill will require many charities to register with the Electoral Commission as a ‘political campaigner’ and to maintain detailed records that will add to their administrative costs. This will achieve little other than to divert resources from their important mission-based work.
