The NDIS Review brought forward by Minister Shorten is beginning to take shape. NDS welcomes the opportunity to thoroughly examine the functioning of the NDIS almost a decade after its inception. I’ve had an opportunity to comment on the draft terms of reference which are expected to be formally announced soon. The review is comprehensive and will provide opportunities to address a broad range of issues that have been raised by NDS members. 

It's especially important that the review has a close look at the issue of market failure. The market-based approach is clearly not working in some situations, including in rural and remote areas, in the provision of allied health supports, and for participants with complex needs.
