The Royal Commission continued to examine the Kath French secure care facility in WA, comparing it to a similar facility in the NT in terms of purpose, criteria for entry and length of stay.

The Acting Director of Kath French said the facility was essentially a ‘circuit breaker’ with the primary goal of providing stability and reducing risk, and this was the reason for the standard 21-day admission period.
